Dear Friends of the National Clearinghouse, I am pleased to offer you this project update on The National Clearinghouse for Science, Technology, and the Law (NCSTL) at Stetson University College of Law.

ACCOMPLISHMENTS since NCSTL opened its doors on August 1, 2003:

ONLINE RESOURCE:
This extensive online resource includes the world's only searchable comprehensive bibliography on law, science and technology. It contains court decisions and commentary, scholarly publications, commercial applications, professional associations and institutions, and other resources about traditional and new forensic topics, including important topics such as, Identity Theft, Intra and Interstate Tracking of Sexual Predators, Canine Sniff Detection, and Less Than Lethal Technologies.

The database contains 18 resource categories for each of 33 topics in science and technology. At present, it contains more than 79,611 records, and more than 1,300 entries a month are added.

Total number of website visitors since NCSTL opened in 2003 is more than 170,200 from 133 different countries. In addition, comprehensive Cold Case and Identifying the Missing resources have recently been added to the site. No other such national resource exists. The online resource also includes It's Evident, a quarterly newsletter which focuses on the latest topics such as Methamphetamine, Shaken Baby Syndrome, Cyber Forensics, Post-Conviction DNA Testing, Bioterror and the Physician, and Virtual Autopsies. The newsletter is frequently cited in publications across the country.

    PRIMERS on LAW, SCIENCE and TECHNOLOGY TOPICS: COMMUNITY ACCEPTANCE PANELS:

    NCSTL convenes focus groups of diverse participants from membership associations, community-based associations, citizen review boards, civil rights organizations, and others to assess public acceptance of new technologies and provide feedback to the National Institute of Justice, assisting the NIJ with a critical component of its technology research agenda.

    Convened a Community Acceptance Panel regarding Calmative Agents as a Less than Lethal Technology. Also provided an in-depth bibliography to panel members. The panel was held in Washington, D.C; April 30, 2007.

    PRESIDENT’S DNA INITATIVE TRAINING:

    The goal of this project is to provide training for defense counsel who are handling cases involving biological evidence on the applications and limitations of DNA evidence as stated in the President’s DNA Initiative. To achieve this goal, the NCSTL will work closely with the National Institute of Justice (NIJ) and an expert Advisory Group to develop training that will provide defense attorneys with the general knowledge of the uses of DNA evidence in judicial proceedings as it pertains to discovery and ethics, proper closing arguments, case assessment, etc. The proposed training will complement other forensic DNA evidence resources developed by NIJ, e.g., the “Officers of the Court” CD-ROM, which provides a foundational understanding of the science, technology, statistics, and other non-advocacy topics.

  • TWG has been assembled and met on October 29-30, 2007; January 28-29, 2008; March 31-April 1, 2008; June 9-10, 2008, August 4-5, 2008 and October 20-21, 2008, January 19-20, 2009; and March 2-3, 2009. A draft outline was written and writing assignments were made to individual TWG members.
